We are presented here with consolidated appeals that require this court to consider and apply the Charter School Law (CSL). Petitioners Bernard R. Miller and Harry I. Shreiner (together, Taxpayers) and Petitioner West Chester Area School District (School District) appeal from the September 7, 1999 order of the State Charter School Appeal Board (CAB) which: (1) reversed the decision of the School Districts Board of School Directors (District Board) to deny Collegium Charter Schools (Collegium) charter school application; (2) directed the District Board to grant Collegiums charter school application and sign Collegiums charter; (3) denied Taxpayers petition to intervene; and (4) denied the School Districts petition for stay/supersedeas. In addition, the School District appeals from the CABs September 29, 1999 determination to deem Collegiums charter approved and from the CABs subsequent execution of that charter.
